Proposal → AI-assisted summary → human moderation → community vote → on-chain authorization → manager validation → distribution → public proof of execution.
Property sought
A compromised admin key should not be enough to spend the treasury, and a vote alone should not trigger spending either. A vote would produce a single, bounded execution right — not a reusable key.
What is not decided
No architecture (multisig, PDA, existing or custom solution) is selected. This touches a treasury: it must be designed, then audited.
Open questions
- Which voting rules, and how to make them observable?
- How to strictly bound amount, recipients and expiry?
